The free-rotating handle lets the rod turn as you push it through the bore. That way your brush follows the twist of the rifling and scrubs the grooves completely instead of dragging straight across them. It is a small design detail that helps you get a more thorough clean, especially on precision barrels.
The 36 inches refers to the working length, meaning the usable rod not counting the handle. Add roughly four inches for the handle when you are figuring out total length. That working length gives you plenty of reach for full-size bolt guns and longer rifle barrels.
