Yes, both barrels are chambered for 3.5 inch shells, so you can run the heaviest goose and duck loads on the market. The Inflex recoil pad does a good job soaking up the punch from magnum shells, and it handles 2.75 and 3 inch loads just as well. Since it's a break action, there are no cycling issues regardless of what load you feed it.
It is. The barrels are built with Browning's steel shot performance features, and the included extended Invector-Plus choke tubes are rated for steel. Just follow the standard guidance of avoiding steel through the Full choke at maximum constriction with larger shot sizes, and stick with the Modified or Improved Cylinder tubes for big steel pellets.
