No, this version is built specifically for KeyMod rail systems and will not fit M-LOK. Arisaka makes a separate M-LOK version as well as a Picatinny model, so just match the finger stop to whatever rail your handguard uses.
You'll need a 9/64 inch Allen wrench to install it, and that isn't included in the box. The included KeyMod nut and screw handle the mounting, and many owners add a dab of thread locker to keep everything locked in place.
