The VICTRA-12 is one of the more clever suppressor designs out there, and the modular length system is a big reason why. It ships from the factory set up at the full 12 inches, but the whole point of the design is that you can take it apart and rebuild it shorter. That is where this rod kit comes in. You will need a 5/32 inch Allen wrench to take the suppressor apart and reassemble it, which does not come with the suppressor or the rod kit.
