Yes, the TP/22 receiver is built to work with Ruger 10/22 and 10/22-style barrels, triggers, and stocks, so you can build it out with the aftermarket parts you already know. Keep in mind it is not intended for 10/22 Takedown rifles. This is a receiver set rather than a complete rifle, so you will supply your own barrel and stock to finish the build.
The True 22 charging handle that comes with this set is designed specifically for the True Precision receiver and integrates directly into the bolt and receiver. It is not a standard 10/22 handle and is not meant to be swapped with one on this receiver. If you were running just the gold bolt on a different receiver you would need a standard handle, but here everything is matched to work as a unit.
