For most people, yes. The 10/22 uses a simple V-block that's held by two screws you can remove with a 5/32 hex wrench. Lock the bolt open so you don't stress the extractor, twist the old barrel out, slide the new one in, and torque the V-block screws back down. It's one of the easier barrel swaps out there.
