You sure can. The AccuFit V2 system lets you change both length of pull and comb height without any tools, so you can get proper eye alignment behind your scope in a couple minutes. It also has interchangeable grip modules, which is a nice touch if you shoot with gloves or just prefer a different grip feel.
No scope is included, but Savage ships it with a one-piece 0 MOA Picatinny rail already installed on the receiver. That means you just need rings and glass and you are ready to zero. The 0 MOA rail works well for typical hunting distances with pretty much any modern scope.
