The fixed end locks the handle for smooth bore or chamber cleaning where you don't want rotation. Having both in one rod means you can match the setup to whatever you're cleaning.
The rod is coated with a smooth, non-embedding finish specifically to avoid scratching the bore and to keep grit and carbon from clinging to it. The one-piece construction also means there are no joints to catch debris. As with any rod, keeping it wiped down between uses helps it stay gentle on your barrel.
