Everything is stainless steel, so sweat and weather are not going to give it fits. Yes, when used as designed. The cylinder has half-cock safety notches between the chambers, so you can lower the hammer into a notch rather than resting it on a live round. This combo ships with the .22 Magnum version of the mini revolver, and the included cylinder is chambered for .22 WMR only. NAA does offer convertible models with a second .22 LR cylinder, but this particular package is Magnum only as it comes from the factory.
