Will the Magpul CTR stock fit my buffer tube?

The CTR is built for mil-spec sized carbine receiver extension tubes, which is what the vast majority of AR-15s use. It will not fit commercial-spec tubes or an A5 length buffer tube. The buffer tube itself is not included, so you'll reuse the one already on your rifle as long as it's mil-spec.

Does the CTR stock actually stop the wobble and rattle?

That's really the whole point of it. The friction lock lever clamps the stock down onto the buffer tube, and once it's cinched the play and rattle you get from a bare mil-spec stock basically disappears. It's the feature people mention most often after making the swap.
