Hoppe's Black Copper Cleaner is made to strip that fouling out without a ton of elbow grease, and it does it on just about any bore you point it at.

This is a dedicated copper remover, not an all-in-one bore solvent trying to juggle every job at once. The formula uses 2-Butoxyethanol and Monoethanolamine to break down copper deposits, and it reacts with the fouling as it works. A lot of folks notice the patches coming out with that telltale blue tint, which is the copper lifting off the steel. Give it a few minutes to soak, run a nylon brush through, then chase it with clean patches until they come out white. That's the whole drill.
