Just make sure your buffer tube is mil-spec diameter and not the slightly larger commercial spec. If you're not sure which you have, a mil-spec tube measures about 1.14 inches at the threaded end.
No, this is the stock only. You'll need a mil-spec carbine receiver extension, buffer, and spring already installed on your rifle. If you're building from scratch, those pieces are sold separately as part of a lower parts or buffer kit.
