It can. The 3 inch chamber handles full length magnum .410 loads as well as standard 2.5 inch shells, so you can run everything from light target loads to heavier hunting shot. Keep in mind it's a single shot with a hand operated extractor, so you'll pull spent hulls out yourself between shots.
It's one of the better options out there for teaching. The .410 bore produces very light recoil, the rubber buttplate softens it further, and the single shot break action forces good habits like making every shot count. The simple loading process also makes it easy for an instructor to keep an eye on the gun's condition at all times.
